Two members of the House of Representatives have introduced a new bill designed to streamline the FCC review process for broadcast station acquisitions. Rep August Pfluger and Rep Josh Gottheimer presented the Keep It Moving Act, which would establish a formal “shot clock” for license transfer and assignment applications. The legislation would require the agency to determine if an application is complete within 15 days of filing and issue a final decision within 180 days. Extensions would only be permitted under specific circumstances, such as reviews involving foreign ownership or formal hearings.
The bill is being framed as a way to provide much-needed certainty for local broadcasters who often face lengthy delays when attempting to buy or sell stations. If the agency fails to meet the established deadlines, applicants would be empowered to seek a court order to compel action within 72 hours. Proponents of the measure, including NAB President Curtis LeGeyt, argue that the current lack of a predictable timeline hampers investment and makes it difficult for local stations to compete in a rapidly changing media landscape.
