The FCC is set to consider a comprehensive Report and Order aimed at modernizing radio and television regulations during its upcoming March open meeting. According to a fact sheet released by the commission, the proposed changes are designed to reflect current application processing requirements and eliminate outdated procedures from legacy filing systems.
A key provision in the update involves a modification to the signature rule. Currently, FCC rules specify that only officers or directors may sign application certifications. The new order would expand this definition to include a “duly authorized employee,” providing more flexibility for station operations.
The proposal also addresses AM station power increases. It seeks to eliminate the existing requirement that stations must request at least a 20% increase in power when seeking facility modifications. This change is intended to simplify the process for AM broadcasters looking to make technical adjustments. Additionally, the order would harmonize processing procedures across various services, including FM, LPFM, and FM translators.
These updates are part of a broader effort led by Chairman Brendan Carr to reduce regulatory burdens and clarify ambiguities for licensees and practitioners. The commission believes these administrative updates will reduce confusion and ensure that the rules accurately reflect the modern digital filing environment.
