FM booster geotargeting rules now active.

The FCC’s full set of FM and LPFM booster geotargeting rules is now in effect, following confirmation from the Media Bureau that all pending provisions have been approved. The final implementation clears the way for stations to use booster infrastructure to originate geographically targeted content, concluding a regulatory process that began in 2021.

A Public Notice issued July 25 announced that broadcasters must now use FCC Form 2100, Schedule 336 to notify the Commission when they plan to initiate limited local programming through FM boosters. These updates were part of a Second Report and Order finalized in November, though some portions required Office of Management and Budget approval before becoming operational.

The rules, which partially took effect in January, permit up to three minutes per hour of unique content on as many as 25 booster stations per license. The time allotment is non-cumulative and use is optional. Broadcasters using the service must ensure Emergency Alert System compliance at every originating booster location.

ZoneCasting, the technology developed by GeoBroadcast Solutions, enables this localized delivery by synchronizing FM signals through booster sites, allowing stations to air region-specific traffic, weather, ads, or public service content.

While advertisers and some broadcasters have embraced the opportunity to better target audiences, the technology has faced pushback. The National Association of Broadcasters has long opposed the changes, arguing that hyperlocal content could undermine market-wide consistency, fragment audiences, and confuse listeners within overlapping signal areas. The FCC acknowledged those concerns but opted for a limited rollout, allowing minimal interference within a parent station’s protected service contour.

Geo-targeted marketing has become increasingly central to advertising strategy, with an estimated 87% of marketers using it in some form. The FCC’s move aligns broadcast radio more closely with digital platforms that have long offered location-based messaging.
