On April 22 the FCC’s Media Bureau issued a clarification regarding the “Small Station Waiver” for certain digital public inspection file requirements. The notice confirms that commercial stations in markets with fewer than five full-time employees will maintain a simplified reporting structure for the upcoming 2026-2027 EEO (Equal Employment Opportunity) mid-term reports. The Commission clarified that these stations are exempt from the more granular data-tracking requirements imposed on large-market conglomerates.
This matters to small-market commercial radio because it prevents “regulatory creep” from increasing the administrative burden on lean staff. Without this specific protection, small-market owners would be forced to divert hours of labor toward complex data logging that has no impact on their local broadcast quality. The clarification ensures that the “mom-and-pop” commercial operator can remain compliant while focusing limited resources on local sales and community programming.
