FCC reports on pirate radio enforcement sweeps.

The FCC Enforcement Bureau has submitted its annual report to Congress detailing its implementation of the PIRATE Act, highlighting a year of aggressive actions against unauthorized radio operators. The report, filed in accordance with the Preventing Illegal Radio Abuse Through Enforcement Act, outlines the commission’s efforts to crack down on pirate broadcasts that interfere with licensed stations and emergency alert systems. The legislation, signed into law to give the commission sharper teeth, authorizes fines of up to $100,000 per day per violation, with a maximum penalty of $2 million.

According to the report, the bureau conducted targeted enforcement “sweeps” in five major metropolitan markets identified as hotbeds for illegal broadcasting. These operations resulted in a significant number of enforcement actions, including six forfeiture orders and ten notices of apparent liability. The commission also emphasized its use of new authority to target property owners and landlords who knowingly permit pirate operators to transmit from their buildings. By issuing warnings and potential fines to landlords, the FCC aims to cut off the physical infrastructure available to illegal broadcasters, a tactic that has reportedly led to the dismantling of several persistent pirate stations.

The report also detailed the agency’s progress in building a comprehensive database of pirate radio activity to better track repeat offenders and coordinate future sweeps. While the enforcement actions have been concentrated in large urban centers, the bureau noted that the principles of the crackdown apply nationwide. Licensed broadcasters in smaller markets, who often struggle with signal interference from unauthorized transmitters, have welcomed the stricter enforcement regime. The report concludes that while pirate radio remains a persistent challenge, the enhanced penalties and landlord liability provisions of the PIRATE Act are beginning to disrupt the economic models of illegal operators.
