The Commission is seeking comment on competitive bidding procedure changes that are slated to be implemented with FM Auction 106 at the end of April. One hundred thirty FM construction permits will be auctioned off, including 34 left over from prior auctions. The proposed rule changes include a real-time multiple-round auction format conducted by telephone or online, and the “simultaneous stopping” rule that stipulates that all permits will stay open for bid until the bidding stops on every permit. Upfront payments as a prerequisite for being able to bid on the permits is on the table again as well. Comments on the proposed procedure are due November 6, with replies due November 20.
