The FCC chairman, speaking at the Minority Media and Telecommunications Council Broadband and Social Justice Summit in Washington earlier this week, announced that he was circulating a proposal for a new FM class, saying that the Media Bureau “circulated a notice of proposed rulemaking that seeks public input on whether to amend our rules to create Class C4 FM radio stations.” Such a class of service would permit Class a stations to increase to 12,000 watts at 100 meters above average terrain
