Oregon AM fined $5K for unauthorized transfer.

The FCC Media Bureau has reached a Consent Decree with Willamette Broadcasting Company, the licensee of KYKN-AM in Keizer, OR, imposing a $5,000 fine. The penalty stems from an ownership transfer without prior FCC approval. Following the death of Willamette’s owner, Michael Frith, in May 2021, the majority equity interest was to be transferred to Jeffrey Morgan per Frith’s will. However, the FCC was only notified in February of the following year after Morgan’s ownership increased from 51% to 94.4% in May 2022. The FCC found Willamette in violation of the Communications Act of 1934 and FCC rules. The Consent Decree requires Willamette to pay the fine and acknowledges its breach of regulations.
