The FCC has issued a Notice of Proposed Rulemaking that would require the disclosure of any broadcast programming paid for or provided by a foreign government or its representative. The Commission says that some such programming, and failure to disclose it, is done “for no nefarious reason,” but in some cases it “may be more attenuated in an effort to obfuscate the true source of the programming.” Current rules for disclosure require only the name of the provider of the programming, which in some cases masks the true source.
