The Commission has imposed landmark fines exceeding $3.5 million on five pirate radio operators in Miami as part of its inaugural sweep under the PIRATE Act. Fabrice Polynice, a chronic offender, is subject to the maximum fine of $2.39 million for 22 days of operating the unlicensed station “Touché Douce” in 2023. Other individuals, including Brindley Marshall, Wilfrid Salomon, Cameron Brown, and Abdias Datis, face proposed fines for three days of unauthorized broadcasting.
