Recent fines include $2.39 million against Radio Touche Douce in Miami, and other penalties against pirate stations in Miami-Dade and New York. Despite the fines, some stations continue operating. Simington argues the FCC must reassess its enforcement authority under the PIRATE Act, which increased the FCC’s ability to target unlicensed stations and property owners involved.
