In June, the FCC issued a Notice of Proposed Rulemaking which would eliminate midterm Equal Employment Opportunity reports. We are now in the reply comments phase, and 82 smaller-market broadcast entities that previously filed comments have together filed reply comments advocating the removal of the small station exemption for notifications of full-time job openings, redefining “employment units” as all employees of a licensee, and redefining the small station exemption as 50 employees or less for the entire licensee entity. Communications attorney John Garziglia, who represents the 82 broadcasters, went into greater detail in a release which accompanied the comment submission: In the release, Garziglia made the point that larger broadcasters should not be exempted from EEO requirements, noting that they have human resource departments to handle such matters, as opposed to “smaller entities for whom finding employees is a challenge.”
